Member for Gateshead, East and Washington, West (Mrs. Hodgson) on obtaining a high position in the ballot and, more importantly, on her choice of issue-it touches so many people's lives and hearts. I share her passion for wanting to improve the outcomes for children with special needs and the processes involved for parents, carers and children, by which those improved outcomes might be achieved.

Since our last debate in Westminster Hall on the issue, which was almost a year ago, not only has a major review been announced, but the communication trust has been set up.

Annette Brooke (Mid-Dorset and North Poole) (LD): I wrote to the Minister on 6 June and 12 June 2006 about Dorset county council's proposal to close 13 of its public libraries. He said that he was disturbed by the potential scale of the closures, that he would be checking the situation with the county council, that he would continue to monitor the situation, and that he would in particular assess how the views and wishes of local people were being considered. I thank him for the responses that he gave at that early stage.

Young Carers Speech

Annette Brooke (Mid-Dorset and North Poole) (LD): Young carers are children and young people under 18 who help to look after a family member who is disabled or physically or mentally ill, or who has a substance misuse problem. Helping out around the house is a normal part of growing up, but young carers regularly carry out significant or substantial caring tasks and assume a level of responsibility that is inappropriate to their age. Caring can involve physical or emotional care, or taking responsibility for someone's safety or well-being. Many young carers spend a lot of time doing household chores or looking after younger siblings, in addition to helping a sick or disabled parent with tasks such as administering medication-often without training or support-helping someone to get up and dressed, or helping someone to use the bathroom. Some young carers help parents to look after a disabled sibling.

I congratulate the hon. Member for South-West Devon (Mr. Streeter) on achieving a high position in the private Member's ballot, and on choosing this particular issue for the subject of his Bill. I have been most impressed by his energy, enthusiasm and commitment over quite a difficult few weeks, as he put everything into trying to achieve what we all wish for-to improve the outcomes for disabled children and their families.

I congratulate the hon. Member for Canterbury (Mr. Brazier) on bringing this timely debate to the Chamber. I think we would all agree with the hon. Member for Stone (Mr. Cash), who said that there has been insufficient scrutiny of this subject. I might disagree with his conclusions, but it is right that the issues should be fully debated.

Antisocial Behaviour

The impact of antisocial behaviour on communities and individuals cannot be overestimated, and it must be tackled effectively. The Minister for Policing, Security and Community Safety opened this debate by saying that we should adopt a reflective approach, and I welcome that. The debate is about striking the balance between preventive and putative measures-between support and action. I have agreed with a lot of what has been said by the many hon. Members who have commented on that balance.

I, too, start by congratulating the hon. Member for Blackpool, North and Fleetwood (Mrs. Humble) on securing the debate and I broaden my congratulations to include the right hon. Member for Coatbridge, Chryston and Bellshill (Mr. Clarke). I congratulate them on their chairmanship, vice-chairmanship and strong leadership of the commission and review, on which I was honoured to be asked to serve. I want to thank Contact a Family, the Council for Disabled Children, Mencap, the Special Educational Consortium and Children Now. Their support was felt strongly throughout our hearings. I want, too, to congratulate the organisations on their production and launch of the "Every Disabled Child Matters" manifesto. It is telling that it was seen to be necessary to produce a separate manifesto, and it is obvious that there are many areas where the needs of disabled children are not yet sufficiently well covered by the "Every Child Matters" agenda.

I, too, congratulate the hon. Member for Buckingham (John Bercow), who was inspiring, as he usually is on this subject. I hope that my good neighbour, the Minister, will be duly inspired by the very good speeches that we have heard. I congratulate all who spoke, but particularly my hon. Friend the Member for Edinburgh, West (John Barrett), who brought his own special visual aid. I hope that we will all be able to share that information and that it can eventually be used to help our constituents.

Special Educational Needs

First, I pay tribute to the enormous amount of good work involved in special needs provision. Unfortunately, as we all know, not all the allocated provision is giving what individual children need. Secondly, I congratulate the Chairman of the Committee, the hon. Member for Huddersfield (Mr. Sheerman), and his Committee on producing an excellent report that is also timely. It is perhaps just in time for some children, and I hope that it is not too late for many others. The report is timely because it is essential that we face the fact that many parents and their children have been and are getting a raw deal.

Fellow Liberal Democrats, we have long argued for investment in quality early years provision. We have welcomed those aspects of Government policy which mirror our ideas. Broadly we support the Government's 10 year childcare strategy - so why do we need new policy in this area?
