Annette Brooke (Mid-Dorset and North Poole) (LD): I congratulate the hon. Member for North Durham (Mr. Jones) on securing the debate and on his work for the all-party parliamentary group on cardiac risk in the young. I was pleased that he highlighted early-day motion 617 on arrhythmia awareness week, which was tabled by my hon. Friend the Member for Hereford (Mr. Keetch). I pay tribute to the hon. Member for Stockton, South (Ms Taylor), who has brought her usual passion to the subject today. She always carries me along with her.

Annette Brooke (Mid-Dorset and North Poole) (LD): I congratulate the hon. Member for Gateshead, East and Washington, West (Mrs. Hodgson) on obtaining a high position in the ballot and, more importantly, on her choice of issue-it touches so many people's lives and hearts. I share her passion for wanting to improve the outcomes for children with special needs and the processes involved for parents, carers and children, by which those improved outcomes might be achieved.

Annette Brooke (Mid-Dorset and North Poole) (LD): I congratulate the hon. Member for Christchurch (Mr. Chope) on securing this debate. I shall be fairly brief because, having had the general introduction, it is appropriate that I refer to specific constituency points.

Annette Brooke (Mid-Dorset and North Poole) (LD): I congratulate the hon. Member for Buckingham (John Bercow) on securing the debate, on his speech and on his new role in leading a major review for the Government on the provision of services for children and young people with speech, language and communication needs. Since our last debate in Westminster Hall on the issue, which was almost a year ago, not only has a major review been announced, but the communication trust has been set up.

Annette Brooke (Mid-Dorset and North Poole) (LD): I wrote to the Minister on 6 June and 12 June 2006 about Dorset county council's proposal to close 13 of its public libraries. He said that he was disturbed by the potential scale of the closures, that he would be checking the situation with the county council, that he would continue to monitor the situation, and that he would in particular assess how the views and wishes of local people were being considered. I thank him for the responses that he gave at that early stage.

Young Carers Speech

Annette Brooke (Mid-Dorset and North Poole) (LD): Young carers are children and young people under 18 who help to look after a family member who is disabled or physically or mentally ill, or who has a substance misuse problem. Helping out around the house is a normal part of growing up, but young carers regularly carry out significant or substantial caring tasks and assume a level of responsibility that is inappropriate to their age. Caring can involve physical or emotional care, or taking responsibility for someone's safety or well-being. Many young carers spend a lot of time doing household chores or looking after younger siblings, in addition to helping a sick or disabled parent with tasks such as administering medication-often without training or support-helping someone to get up and dressed, or helping someone to use the bathroom. Some young carers help parents to look after a disabled sibling.

I congratulate the hon. Member for South-West Devon (Mr. Streeter) on achieving a high position in the private Member's ballot, and on choosing this particular issue for the subject of his Bill. I have been most impressed by his energy, enthusiasm and commitment over quite a difficult few weeks, as he put everything into trying to achieve what we all wish for-to improve the outcomes for disabled children and their families.
